INTERNATIONAL UNION OF ECONOMISTS (IUE)

The XXI Meeting of the International Union of Economists members on the theme: World Community Social and Economic Development: Modern Trends, Problems, Prospects was held on January 4-12, 2012 in the Republic of Seychelles (Mahe island).

Members of the International Union of Economists, leading scientists, economists, representatives of state authorities, business circles of the Russian Federation and the Republic of Seychelles, representatives of the Embassy of the Russian Federation in the Republic of Seychelles, as well as representatives of various international economic organizations took part in the 21st Annual Meeting of the IUE.

The delegation of the Republic of Seychelles was led by H.E. Mr. Faure, Vice President of the Republic of Seychelles, Minister of Finance, Trade, Public Administration, Information and Communication Technology. On the delegation in the plenary session took part: Mr. Ahmed Afif, Principal Secretary for Finance; Mr. Pierre Laporte, Governor of Central Bank of Seychelles; Mr. Bertrand Belle, Technical Advisor to the Vice President; Miss Caroline Abel, Deputy Governor of Central Bank of Seychelles.

The main plenary session of the Meeting took place on January 5, 2012.

A complimentary speech for the participants of the Meeting was made by M. I. Kalinin, Ambassador Extraordinary and Plenipotentiary of the Russian Federation in the Republic of Seychelles.

A complimentary speech and a report on the theme: Seychelles — Prospects for Sustainable Development were delivered by H. E. Mr. Faure, Vice-President of the Republic of Seychelles, Minister of Finance, Trade, State Administration and Information and Communication Technologies.

«The whole world should act in synergy, nations should join hands and governments should have a serious approach to their leadership role. We should be transparent, we should be realistic, we should always communicate and, which is the most important thing, we should always be fair. Only this can become a foundation for stable progress on our planet».

Further in his speech, Mr. Faure noted that he had been observing the activities of the International Union of Economists, «including programs on providing economic stability, self-sufficiency in the sphere of power energy and climate changing initiatives» with interest. He expressed his hope that the Republic of Seychelles would become «a source of new inspiration and renewed efforts on suggesting economic reforms, promoting new projects supporting development via sharing information and technologies in the world. I hope that you will see what we have achieved while you are staying here. We would be glad to share our experience with you. We would also like to learn from you and cooperate with you in any sphere, which would deepen our cooperation contributing to economic development and progress on Seychelles».

The program of the IUE Meeting plenary session consisted of two parts: scientific and discussion part and organizational part.

Scientific and discussion part of the Meeting

The main report on the theme: Seize the Wall Street was made by G. Kh. Popov — President of the International Union of Economists, President of VEO of Russia, President of the International University, President, Honored Academician of the International Academy of Management, Academician of the Russian Academy of Natural Sciences, Dr. Sc. (Econ.), Professor.

«For twenty years so far we have been observing financial geniuses saving us and the whole world from catastrophes. But the same repeating crises appear over and over again. And it’s high time we made conclusions. They have the same essence: the financial and nomenclature oligarchy cannot cope with the role of the civilization leader in the 21st century. It cannot cope — despite the fact that it has taken the whole state authority under control. It cannot cope — despite the fact that it has usurped a significant portion of the society’s wealth. It cannot cope — despite the fact that it has provided itself with living standards that are hundreds and thousands times higher than those available to other members of the society».

The «modernization» type Seize the Wall Street movement raises a question not about creating a new society, but about creating a new stage of the post-industrial order. G. Kh. Popov expressed confidence that today there is a need to modernize the whole modern post-industrial order on the basis of evicting financial capital, intensification of both state fundamentals and the fundamentals of the true competitive market of small and medium business.
Among other things, the meaning of the Seize the Wall Street movement consists in the fact that its main mottos are close and comprehensible to everyone: liquidating banks; liquidating stock exchanges; savings banks — to citizens; mutual loan societies — to small and medium business; state non-profitable banks — to the country; World Bank and World Money — to the planet, said Professor G.Kh. Popov.

And although Russian mass media do their best to prevent the distribution of information on this movement, it has become a distant lighting in twilight. «It is hard to say now whether it will become a spark that will ignite the era of anti-bureaucratic revolutions of the 21st century predicted by famous futurologist Alvin Toffler or it will fade away. But Hope has surely appeared». An engagement for all true intellectuals, all honest people is protecting and supporting this movement. It is necessary to follow the way that has already been chosen by the best part of the population from developed countries, the best part of intellectuals, the far-sighted part of the business. «Seize the Wall Street — and save yourself, children, people, Russia and mankind in the 21st century».

G. Kh. Popov expressed his full agreement with H. E. Mr. Faure’s speech and said that now it’s high time for learning lessons from the past and taking hard decisions. This is the time when we need new ideologies of the world order.

The scientific and discussion part of the plenary session continued with the following participants:

Ivanter — Director of the RAS Institute of Economical Prediction, Member of the Presidium of VEO of Russia, RAS Academician, Honored Academician of the International Academy of Management, Dr. Sc. (Econ.), Professor, made his report on the theme: Prospects for Russia’s Development in the World Financial Crisis Conditions.

V. N. Ilyumzhinov — First Deputy Chairman of the Government of the Republic of Kalmykia, Chairman of the Kalmykia branch of the Free Economic Society of Russia, presented his report on the theme: India and the 21st Century Geo-economic Stage Transformation.

M. V. Shmakov — Chairman of the Federation of Independent Trade Unions of Russia, Member of the Presidium of VEO of Russia, Vice-President of the International Trade Union Confederation, President of the All-Europe Regional Council of the International Trade Union Confederation, Professor, made his report on the theme: World Community Social and Economic Development: Modern Trends, Problems, Prospects.

Yu. V. Yakutin — Research Manager of the Economic Newspaper Publishing House, Vice-President of VEO of Russia, RF Honored Scientist, Dr. Sc. (Econ.), Professor, presented his report on the theme: A Seven-Billion Problem.

V. Ya. Bekker — Deputy Director of the Scientific-Research and Design Institute of the Master Plan of Moscow City, RF Honored Economist, made a report on the theme: Pressing Problems of the Social and Economic Development of Moscow at the Modern Stage.

L. N. Usenko — Member of the Revision Commission of the International Union of Economists, Pro-Rector of Scientific Research at Rostov State University of Economics, Member of the Board of VEO of Russia, RF Honored Scientist, Dr. Sc. (Econ.), Professor, presented his report on the theme: Russia on the Threshold of Changes: Challenges and Possibilities for the Country.

L. V. Popova — Chairwoman of the Department of Bookkeeping and Taxation of the State University — Educational, Scientific and Production Complex, Dr. Sc. (Econ.), Professor, made her report on the theme: Forming the Accounting and Tax System Unified Information Field in the Conditions of Global World Economic Processes.

V. L. Sinelnikov — Member of the Coordination Council of IUE, Director General, Art Director of the Cloto TV Studio, Member of the Board of VEO of Russia, Member of the Presidium, Academician of the International Academy of Management, Academician of the International Academy of Information, Information Processes and Technologies.

The in-depth constructive discussion at a high state, scientific and business level allowed analyzing the problems, trends and opportunities of the social and economic development of the world community and working out recommendations, which will contribute to the optimization of solutions to social and economic problems, effective reformation of the world and Russian economies.

At the end of the scientific and discussion part of the Meeting, G. Kh Popov summed up its results and said that the discussion devoted to the theme of the Meeting, which took place at the plenary session, was very up-to-date, since it gave an impetus for sharing the participants’ positions.
Now it is time when «it is necessary to think about the new ‘overcoat’ of N. V. Gogol», when new constructive suggestions will be needed. The only prospect applicable to Russia is developing scientific potential, raising the political elite, and reviving and actively developing science.

According to the Annual Meetings tradition, President of IUE G. Kh. Popov provided membership cards to the following new members of the Union:
V. A. Zakharov — Head of the State Enterprise Moscow City Bureau of Technical Inventory.
M. A. Vybornaya — Director General of LLC Ministry of Joy.
V. Ya. Bekker — Deputy Director of the Scientific-Research and Design Institute of the Master Plan of Moscow City, Honored Academician of the International Academy of Architecture, Academician of the International Academy of Sciences on Information Processes and Technologies, Russian Housing and Public Utilities Academy, RF Honored Economist.
L. V. Popova — Chairman of the Department of Bookkeeping and Taxation of the State University — Educational, Scientific and Production Complex, Dr. Sc. (Econ.), Professor.

Organizational part of the Meeting

In compliance with the approved program of the plenary session, its participants considered and approved several practical issues connected with the activities of the International Union of Economists, and namely:
• Report on the International Union of Economists work in 2011 (published in the Economic News of Russia and CIS States newspaper)
• Report by the Revision Commission of the International Union of Economists on the Union’s financial and economic activity in 2011.
• Report on budget utilization at the International Union of Economists in 2011.
• The International Union of Economists budget for 2012.

Upon completion of the plenary session, First Vice-President of the International Union of Economists V.N. Krasilnikov thanked all participants of the Meeting for their fruitful work and said that governing bodies in Russia and abroad would be familiarized with the developments and suggestions of the International Union of Economists. It is certain that the results of the plenary session, its recommendations will be sent to and used in the activities of the Economic and Social Council of the United Nations Organization, interested international organizations.

V. N. Krasilnikov also informed the Meeting participants of the IUE future plans for year 2012:
• The Presidium of the International Union of Economists decided to hold the 17th International Congress on Regional Development in Malaysia changing its traditional venue — Switzerland. The initiative of holding the Congress in Malaysia belongs to the Economic and Social Council of the United Nations Organization and the National Economic Advisory Council under the Government of Malaysia. The topic of the Congress will be New Models of Economic Growth. The International Union of Economists thinks it is expedient to study the successful experience of Malaysia in the development of strategic and tactical economic development models.
• The next 22nd Meeting of the International Union of Economists was suggested to take place in the United States of America in January 2013.
