The XIV International Congress on regional development “The world experience and the Russian economy until 2020 and economic security” took place on the 14 –19 of April, 2009 (Switzerland, Montreux)

  The organizer of the XIV Congress is the International Union of Economists with the support and participation of the Russian-Swiss business club.
In the welcoming address to the participants of the Congress the IUE President Popov G.Kh. remarked that “the spring Congress of the International Union of Economists has become a wonderful tradition. In the present situation all the talks about economic future and the objec-tive reality are inseparably connected with the crisis problems”.

Deputy Secretary-General of the UN, General Director of the UN department in Geneva Ordzhonikidze S.A. sent to the address of the Congress’s participants a welcoming speech in which he remarked that “the Congress is of particular importance in the conditions of the world financial crisis and will undoubtedly contribute to the search for ways to recover from the crisis”.
To the address of the Congress a welcoming speech was sent by the Ambassador Extraordinary and Plenipotentiary of the Russian Federation in Switzerland and the principality of Liechtenstein Bratchikov I.B.

At the Plenary Session speeches were made by eminent economists, analysts and scientists:

– Director of the Institute of Europe of the Russian Academy of Sciences, acade-mician of the Russian Academy of Sciences, D.Sc. (economics), professor. Subject “Russia and the world crisis: changes are brewing”;
Khromov Yu.S. – Commercial representative of the Russian Federation in Switzerland, D.Sc. (economics), professor. Subject “The Swiss experience of anti-recessionary measures in the in-ternational context”;
Ivanter V.V. – Director of the Institute of national economic prognostication of the Russian Academy of Sciences, academician of the Russian Academy of Sciences, D.Sc. (economics), professor. Subject “Prospects of post-crisis economic development of Russia”;
Makarov A.A. – Director of the Institute of energy research of the Russian Academy of Sci-ences, academician of the Russian Academy of Sciences, D.Sc. (economics), professor. Subject “Energy component of the Russian economic security for the next 20 years”;
Kuznetsov S.I. – General Director of the Research Institute of heat-and-power instrument making, academician of the International Academy of Informatization, Ph.D. (economics). Sub-ject: “Problems of energy security and ways of innovative development of high technology”;

– Business Development Officer of the company “Bridport Investor Services”. Subject: “Banking secrecy, transparency and the rules for economic behaviour, today and in the future”;

Damary Roy – President of the Russian-Swiss Business Club, President of INSAM – the Graduate Institute of Business & Management, Ph.D. (economics), M.A. (engineering science). Subject: “World financial markets and their influence on Russia in the current crisis”;
Plotnikov A.S. – Deputy Head of the Administration – Chairman of the Economic Committee of the Administration of the Volgograd region, Ph.D. (economics). Subject: “The world economic crisis and the crisis in Russia: regional aspects”;
Usenko L.N. – Vice-chancellor on scientific work of the Rostov State economic university, D.Sc. (economics), professor. Subject: “Food safety as a factor of the Russian economic secu-rity: overcoming crisis phenomena”;
Gudenko L.I. – Chief Accountant, director of the Department of accounting and book-keeping of the Central Bank of RF;
Kozhevnikova M.K. – Director of the Ural Regional Center of economics and price formation in building, D.Sc. (economics), professor.

During the discussion many urgent questions were considered which are important for under-standing the modern world economic system, its problems and possible prospects of develop-ment. There were interesting points of view that the world financial crisis might be considered not only as absolutely negative phenomenon but as a certain base for formation of a new form of the world financial system, some starting point for development of the world society’s economic systems.
