INTERNATIONAL UNION OF ECONOMISTS (IUE)

Central scientific discussion in Nairobi was devoted to the theme "Questions of financing of human settlements and urban development". Actuality of this theme at the general meeting of IUE is explained by many factors.

Overpopulation in the South and new opportunities in the industrially developed countries stimulate migration to the North and West. Country citizens because of their poverty go to the suburbs of large cities. Calculations of demographers show, that in 2030 population in the cities will increase by 2 billiards of people and it will make 4,9 bl. of people - about 60% of all citizens in the planet. Mexicans come to the USA via nonlegal ways, people from Asia and Africa go to Europe, and overpopulation in China creates already immigrants to Siberia. People from developing countries enlarge lumpen layers in the big cities, they live in miserable conditions and enlarge poverty and criminality.

According to the opinion of the participants of the Meeting "The main aspect of this problem is financing".

While settling it there should be pointed out such components as:

• municipal financing as investments into city infrastructure and services;
• financing of human settlements construction for individuals and constructors themselves;
• microfinancing, directed to the improvement of living standards of poor people, creation of the system of employment and possibilities of getting profit.

It was noted that under conditions of finances shortage, in different countries the major part of concerns related to the housing problems and employment is provided by non-formal sector and international organizations, among which an important place has the UN Center on human settlements (HABITAT). Housing construction, development of the system of urban service, increase of the number of working places for them is the main task.

Participants of the Meeting were greeted by the address of G.Kh.Popov.

There were also addresses from the Chairman of the Auditing Chamber of RF S.V.Stepashin, leaders from governmental and economic organizations from Bulgaria, Spain, Finland, and some others. Participants of the Forum were greeted personally by the UN Secretary General deputy, Executive Director UNEP, General Director of the UN center in Nairobi Klauss Teppfer, deputy of the executive director of the UN HABITAT, director of the Bureau of regional and technical cooperation Daniell Biyo, Permanent representative of RF in the international organizations in Nairobi, Extraordinary and Plenipotentiary Ambassador of RF in the Republic of Kenya A.A.Ignatiev.

At the Meeting there were discussed practical and organizational questions. There were adopted:

• report on the IUE activity in 2004;
• report of the Revision commission IUE on the economic activity in 2004;
• report on the budget execution;
• project of the budget IUE for 2005.

Participants of the Meeting decided to hold the next Meeting of the members of IUE in January 2006 in the UN Headquarters in New York (USA), it will be devoted to the 15-th anniversary of IUE.
