The social-politic and economic
structures of global development have been subjected to drastic changes at the
dawn of a new millennium. Mankind has discovered unprecedented opportunities for
its creative activities.
At the Millennium Summit, Member
States of the United Nations (UN) have approved the Millennium Declaration which
sets up the key development goals for the period until 2016. The progress in
achievement of objectives formulated in the
Millennium
Declaration is feasible at the global scale. However, this process is not
uniformly smooth and rapid.

A continually expanding economic
collaboration is necessary to achieve the key development goals in the future
epoch, namely, peace, justice, qualitative growth in the living standards,
protection of environment and human rights. New forms of constructive dialog and
partnership have to be sought between the States and organizations, and, most
importantly, between the individuals like statesmen and public figures,
scientists, managers, bankers and businessmen. We bear the collective
responsibilities for establishing the principles of human dignity, justice and
equality at the global level, and we are responsible to all human beings on the
Earth, especially to children around the World whom our future belongs to.
The International Union of Economists is
committed to high democratic principles, and is striving to make valuable
contribution to economic progress and social welfare on our planet. The
International Union of Economists plays a very specific and important role in
extension of cooperation in the scope of socio-economic, scientific and
engineering research, establishing innovative dialogs at the international
scale.
The participants of the
XX Anniversary Meeting of the
International Union of Economists members have identified the following
principal directions which will form a base of the IUE activities until 2016:

I. To continue strengthening
collaboration with the United Nations, UNESCO, European Union, UN-Habitat,
International Union of Technical Associations (UATI) and other authoritative
international organizations.
A new millennium is marked by the many-fold increase of the role of
international non-governmental organizations which are the leading institutes of
civil society.
The global management is no more an exclusive prerogative of governments. The
expanding participation and growing influence of non-governmental organizations
promotes the consolidation of democracy.
The public opinion becomes one of the
key factors affecting the inter-government and state policy. The effective
solution of global high-priority problems calls for a wider participation of
civil society institutes, their multilayered interaction with the state
structures and business community.
The experience in cooperation gained by the International Union of Economists
demonstrates that the non-governmental organizations, being the entities of
multilateral cooperation by their nature, are capable of playing a role of most
effective tools in implementation of various projects and development programs.
II. To employ the principles
of stable development in order to create a framework for scientific,
technological, socio-economic progress, to ensure high living and moral
standards of population, to increase national and international economic
security by means of development and implementation of the programs in the
following areas:

modernization of global economy;
-
globalization and worldwide
progress;
-
spread of global knowledge regarding
anti-crisis measures;
-
global experience and Russian
economy;
-
economic security;
-
development of power industry:
energy efficiency, and search for new energy sources;
-
innovations in education area;
-
ensuring ecological stability;
-
efficient growth of cities and
capitals of states.
III. To concentrate the joint
efforts of economists on the problems pertaining to improvement of life
quality of population, provision of decent housing, elimination of gaps in
economic development of poor and rich countries in conditions of globalization.
IV. To support and enhance
youth-oriented programs providing the young people a real chance to find a
deserving place in modern world. Educate the citizens concerned in the
socio-economic well-being.
V. To improve and enhance the
efficiency of educational and publishing activities of the International
Union of Economists.
VI. To continue the activities
focused on the development of creative collaboration with national and
international public organizations, facilitating geographical expansion of
the IUE activities, opening new IUE missions and branches in different regions,
providing all necessary support to the existing IUE missions.
The reforming and modernization of
residential sector is one of the top-priority problems of modern policy.
Using the global experience accumulated in the UN-HABITAT Program and other UN
institutions, the IUE will continue its activities within the scope of the
Program oriented towards the provision of stable living conditions and high
quality of human life.
The IUE will keep on discussing the
urban development problems as well as the problems related to functioning of
capital cities in different countries.
In these conditions, the initiation of
constructive contacts with civil society is not a question of choice but the
necessity for the UN. Such contacts are extremely important because they will
allow the UN to determine global priorities more precisely, and to mobilize all
its resources for resolving the urgent issues.
As of now, the main goal is to ensure
that the globalization shall become a positive factor for all nations. This is
related to the fact that while the globalization opens wide possibilities, its
benefits are presently utilized very inconsistently. The developing countries
and those with transition economy encounter greater difficulties. To form up a
global future which would be suitable for the needs of all states including
developing countries and countries with transition economy, integrated,
full-scale and persistent efforts are necessary.
