In
the
period from the 4th to the 16th of January, 2010 in Rio de
Janeiro (Brazil) the regular 19th Annual Meeting of members of
the International Union of Economists took place. The subject
was “The world experience of anti-crisis measures. Peculiarities
of economy globalization”.
The Meeting was held with the support of UN Economic and
Social Council.
Annual Meetings are significant and outstanding events for
the Union’s members. Thus, the programme of the Meeting included
official events, business meetings, scientific discussions and
cultural programme in the unique country of the Latin America
region – Brazil which modern economy is one of the most
dynamically developing economies in Latin America and all over
the world.
The Plenary Session that took place on the 7th of January
2010 was opened and presided over by the First vice-President of
the IUE Krasilnikov V.N.
In his welcoming speech Victor Naumovich mentioned that “the
subject of the Meeting is very much to the point. The present
situation in the world economy, its development dynamics
demonstrated this year the global character of problems.
Macroeconomic indices prove that economic activity is been
slowly restored; the situation in the financial sector is
improving which gives reasons to be optimistic. Though it is too
early to speak about the world economy recovery. Probably it is
only a moment of adaptation to new conditions.
The crisis has demonstrated total interdependence of economies
of different countries”.
Due to unexpected circumstances the President of the
International Union of Economists Gavriil Kharitonovich Popov
was not able to participate in the Meeting. In his greeting
to the participants of the Annual Meeting he actually
remarked that “the venue of the regular Annual IUE Meeting
was selected on purpose. Russia is considering Brazil as its one
of the most important partners in the Latin America region and
attaches particular importance to development and improvement of
Russian-Brazilian cooperation. The countries BRIC are
characterized by their potential of quickly developing
economies. Our countries are developing in a similar way and are
demonstrating an example of how modern countries can develop to
become leaders of economic growth. By optimistic estimations of
authoritative world analysts in several decades these four
countries will be the biggest ones.
Under conditions of drastic changes in the whole system of
international relationships, which distinguishing feature is
globalization, solution of the most nagging society’s problems
is possible only with their general analysis on the scale of the
world economy.
Traditionally in the beginning of the Plenary Session
membership cards were presented to new members of the
International Union
of
Economists.
The key-note address on the Meeting’s subject was made by
Davydov Vladimir Mikhailovich –
Director of the Institute of
Latin America of the Russian Academy of Sciences, President of
the Association of researchers on the Iberoamerican world,
member of the scientific council under the Minister of RF
foreign affairs, member of the regular scientific council on RF
Security Council, academician of the International Academy of
Management and Russian Academy of Natural Sciences, D.Sc.
(economics), professor.
In his address Vladimir Mikhailovich dwelled on the following
questions:
Quality peculiarities of the crisis; its main manifestations in
different social and economic environment (in traditional
centres of world economy, in coming into being markets, in
countries with so called economy in transition); scale, content
and efficiency of anti-crisis policy on national and global
levels;
Estimation of prospects of overcoming the crisis and tendencies
of development if the post-crisis situation.
During the discussion addresses were given by:

de Janeiro. The subject: “Russian-Brazilian relationships in the
context of overcoming the world financial crisis’s consequences”

Zhebit Alexander – Dean of the faculty of international
relations of the Federal University in Rio de Janeiro, D.Sc. (politics).
The subject: “Strategic guidelines of Brazil on the
international scene”;
Georgiev Rumen – IUE Vice-President, professor of the
Sofia University St. Kliment Ohridski, D.Sc. (economics). The
subject: “Systematic approach towards the risk from external
financial misbalances in the Bulgarian economy”;
Yakutin Yury – Scientific leader of
the Closed J-S Company “Publishing house “Economic newspaper”,
Honoured science worker of RF, D.Sc. (economics), professor. The
subject: “Peculiarities of the world crisis manifestations in
Russia. Russian response”;
Tolkachev Oleg – IUE
Vice-President, Chairman of the Commission for Housing Policy
and Utilities Services of the Council of Federation of the
Federal Assembly of RF, academician of the Russian Academy of
Natural Sciences, D.Sc. (physics-mathematics). The subject:

J-S Company “Rosselkhozbank”, Honoured economist of RF, Ph.D. (economics).
The subject: “Work experience of the agrarian complex lending in
Russia under the crisis conditions”;

“Dynasty”, D.Sc. (technical sciences). The subject:
“Introduction of the new way of thinking – a drama of people and

Usenko L.N. – Vice-chancellor on scientific work of the State
educational institution of higher professional education “Rostov
State economic university”, Honoured science worker of the
Russian Federation, D.Sc. (economics), professor. The subject:
“Agriculture in Russia: lessons of the financial and economic
crisis in the global agrarian market”;
Sadovnichaya Anna – Deputy General
Director of the Closed J-S Company “EXPOCENTER”. The subject:
“Exhibition business as an element of innovation economic
development assistance”;
Burobin Valery
– Director of the Federal State Unitary Enterprise “State
factory “Pulsar”, Honorary mechanician, associate professor. The
subject: “Modernization or innovation? The crisis as a moderator
of development of the country’s high tech economic sectors”;
Kozhevnikova Margarita – Head of the State autonomous
institution of the Sverdlovsk region “Management of state
expertise”, head of the chair “Price formation in building and
industry” of the building faculty of the Ural State Technical
University, academician of the Russian Academy of Natural
Sciences, Honoured economist of RF, D.Sc. (economics),
professor. The subject: “Formation of regional cluster in the
investment sector – points of economy’s increase under
conditions of the global economic instability”;
Sidorova Irina – Deputy Head on social policy of the
Muravlenko Administration, Honoured teacher of RF, Ph.D. (pedagogics).
The subject: “Social problems of Northern one-industry towns:
anti-crisis policy questions”;
Ledovich Tatiana
– Head of the Institute of Caucasus’s people’s
friendship, D.Sc. (economics), professor. The subject: “The
experience of overcoming crisis manifestations in the high
school of education”.
At
the
Plenary Session accordingly to the agenda the participants of
the Meeting discussed a number of practical questions of the
activity of the IUE.
The participants adopted the following documents:
• report on the work of the IUE in 2009;
• report of the Audition commission of the IUE on the financial
and economic activity of the Union in 2009;
• report on the budget performance of the IUE in 2009;
• budget of the IUE in 2010.
The Meeting has become a significant milestone in the activity
of the International Union of Economists as a public
organization. During the discussion an analysis of the world
experience of anti-crisis policy was made, different aspects of
the present situation in the world economy and social and
economic situation in Russia were examined and also the main
prospects for further development were discussed. It was
mentioned that “the modern society has to search for innovation
methods to overcome the crisis and to build up long term
strategies of development”.
 At
the Plenary Session a decision was made: to hold the next
Jubilee Meeting of IUE members from the January 2011 in Vienna (Austria).
The subject of the Meeting dedicated to the 20th anniversary of
the International Union of Economists is “Problems of states
capitals economies”. The Meeting will be held with the
support and participation of the Moscow Government, Vienna City
Council and UN Economic and Social Council. In the Meeting will
take part Mayors of capitals of different states and also
leading scientists and representatives of international
organizations. |
