INTERNATIONAL UNION OF ECONOMISTS (IUE)

From 7 to 14 December, 2002 in Cape Town (Republic of South Africa)

was held XII annual Meeting of the IUE members.

The topic of the meeting was "INDUSTRIAL and SOCIAL POLICY in the COUNTRIES with TRANSITION ECONOMY".

When Republic of South Africa was chosen for the annual Meeting, Presidium IUE was led by the fact that Russia, SA and other countries with transition economy in the process of historical development encounter and still have many analogical problems.

Lately Republic of South Africa managed to turn over dramatic and in many aspects tragic page of development under conditions of apartheid and came to the real democracy. Russian Federation in the period of reforms looks for new possibilities of building civil society on its main way of civilized development.

The process of transformation of planning economy into market and formation of democratic society coincided in time with quick acceleration of globalization with all its pluses and minuses.

And social cost of the market transformation was everywhere rather higher, than its initiators supposed. Initially the level of average real income of the population was abruptly reduced, inequality in incomes distribution significally increased.

Hopes to overcome the gap between the East and the West of the Europe in social-economic and technological spheres didn't come true. Instead of the jump into the post-industrial world countries of the Eastern Europe, except some, still didn't overcome tendencies of primitivization of production and de-intellectualization of labor.

In all ex-socialist countries state support of health services, science, culture and education was noticeably reduced.

Under conditions of developed industrial and agricultural production, Republic of South Africa has the highest in the region level of social protection, which refers mainly to the well-off population. At the same time indigenous population mainly is excluded from this system, that doesn't correspond to the modern requirements of social protection.

At the Meeting took part representatives of international and national public associations of economists, governmental circles of Russia and Republic of South Africa, Embassy of RF in SA, General Consulate of RF in Cape Town, known scientists-economists, patricians, manufacturers and businessmen, bankers from different countries.

Many addresses and wishes of fruitful and successful work were received during the Meeting from governmental circles, international and national public organizations, companies, factories and persons.

The Meeting was addressed by the Vice-presidents of the International Unin of Economists, who didn't manage to be present:

-Irma Nieminen, Vice- president of IUE, President of OAO "Benefon" (Finland)

-Sebastia Roca, Director of the firm "ROCA YUNYENT Advocates Associates" (Spain).

-Lev Lester, Vice -President of the company " Haden Inc" (USA), and organizations, firms, companies, members of the Union.

The IUE meeting was opened and held by the First Vice -President of the International Union of Economists KRASILNIKOV V.N.

Scientific part of the Meeting was devoted to the problem "Industrial and social policy in the countries with transition economy".
